تم إنشاء المرصد لتحقيق مجموعة من الأهداف العامة والغايات الأساسية التي يعمل على تجسيدها في الواقع، على النحو التالي:

1-      الاسهام في إشراك الفئات المجتمعية كافة في وقف الحرب وتحقيق السلام.

2-      الاهتمام بتطورات التنمية الاقتصادية والاجتماعية وقضايا البيئة والمياه.

3-      الاهتمام بشؤون النازحين واللاجئين والمساعدات الاغاثية والإنسانية.

4-       الاهتمام بقضايا الطفل والمرأة (الجندر)، والعمل على تمكينها اقتصادياً واجتماعياً وثقافياً وسياسياً، وتعزيز دور الشباب في المجتمع.

5-      المساهمة في تعزيز قيم المساواة والتعايش السلمي ومناهضة التمييز بكافة أشكاله.

6-      المساهمة في الدفاع عن المشروعية والشرعية الدستورية والقانونية، والدفاع عن استقلال القضاء والمحاماة، ونشر الوعي بضرورة حكم القانون ومبادئ المحاكمة العادلة.

7-      المساهمة في رصد تطورات وانتهاكات حقوق الإنسان، بمجالاتها المختلفة على الأصعدة "الوطني والإقليمي والدولي.

8-      المساهمة في توفير الدعم القانوني لضحايا انتهاكات حقوق الإنسان والدفاع عنهم، خاصة الحقوق الجماعية، والحقوق المتعلقة بالمصلحة العامة للمجتمع في المجالات السياسية والاقتصادية والاجتماعية والثقافية والإنسانية.

Objectives:

The observatory was established to achieve a set of general goals and basic goals that it works to realistically embody, as follows:

·         Interest in developments in economic and social development and sustainable development in all its aspects.

·         Contributing to study the environmental issues and climate change and their economic, social and health impacts.

·         Interest in the affairs of the displaced, refugees, relief and humanitarian aid.

·         Paying attention to the issues of children and women, working to empower them economically, socially, culturally and politically, and strengthening the role of youth in society.

·         Contributing to promoting the values ​​of equality and peaceful coexistence and combating discrimination in all its forms.

·         Contributing to defending the legality and the constitutional and legal legitimacy, defending the independence of the judiciary and the legal profession, and spreading awareness of the necessity of the rule of law and the principles of fair trial.

·         Contributing to monitoring human rights developments and violations in their various fields at the national, regional and international levels.

·         Contributing to providing legal support to victims of human rights violations and defending them, especially collective rights, and rights related to the general interest of society in the political, economic, social, cultural and humanitarian fields.

يحكم عمل المرصد مجموعة من المبادئ والقيم لكلا الجنسين وأهمها :

1-    الحيادية.

2-    الشفافية.

3-    المهنية.

4-    الموضوعية.

5-    تشجيع الإبداع والابتكار في التعامل مع القضايا الحقوقية.

6-    عدم التمييز.
