تدين الشبكة العربية للمنظمات غير الحكومية للتنمية، نيابة عن المنظمات والشبكات الأعضاء فيها وشركائها، خطة الحكومة الإسرائيلية لضم غور الأردن والمستوطنات الإسرائيلية غير القانونية في الضفة الغربية الفلسطينية المحتلة، وتدعو الجهات الفاعلة الدولية، الحكومية وغير الحكومية على حد سواء، لممارسة جميع أشكال الضغط لمنع تنفيذ هذا المخطط.
إن خطة الضم هي سياسة للتوسع على حساب حقوق الفلسطينيين الانسانية، بما في ذلك حقوقهم في الأرض والغذاء والحرية وتقرير المصير. وتشمل الخطة الاستيلاء على ما يقارب ثلث مساحة أراضي الضفة الغربية، بما في ذلك غور الأردن حيث يعيش 60 ألف فلسطيني وحيث تكمن نصف مجمل الثروة الزراعية في الضفة.
تم اقتراح خطة الضم هذه من قبل نتنياهو خلال حملته الانتخابية العام الماضي، وقد حصل نتنياهو على الضوء الأخضر للسير بها من قبل حكومة الولايات المتحدة التي يرأسها دونالد ترامب، والتي اقترحت ضمًا مشابهًا لهذا المخطط ضمن ما يسمى بـ "خطة السلام" في يناير 2020.
سيكون الضم جزءًا من أجندة تهدف للقضاء على أي إمكانية لإقامة دولة فلسطينية، وذلك عبر محاصرة الفلسطينيين وقطع وصولهم إلى نهر الأردن. كما ستفرض المزيد من القيود على حرية التنقل، وتمهد الطريق لمزيد من الاستبدال الديموغرافي العرقي، من خلال السماح ببناء مستوطنات إضافية محصورة بالمستوطنين اليهود وهدم المزيد من المنازل الفلسطينية، وبالتالي حرمان السكان الأصليين من الحق في الأرض والسكن.
من خلال تنفيذ هذه الخطة ، سترتكب إسرائيل انتهاكًا صارخًا آخر للقانون الدولي، وتحديداً لميثاق الأمم المتحدة والمعايير القطعية للقانون الدولي التي تحظر استخدام القوة لاكتساب الأراضي. إن هذه الخطوة، والتي ستكون باطلة قانونًا حيث ستبقى الأراضي التي تم ضمها محتلة بموجب القانون الدولي، تشكل مثالًا آخر على سلوك إسرائيل المبني على الإفلات من العقاب، والذي يتيحه التقاعس الدولي في مواجهة الانتهاكات المتكررة.
كمنظمات مجتمع مدني ملتزمة بحقوق الإنسان والعدالة، نحن ندين بشدة هذه الخطة. وبينما تعوّدنا على تجاهل حكومة إسرائيل جميع الدعوات إلى العدالة والإنسانية، يجب على المجتمع الدولي النظر في جميع أشكال الضغط لضمان إلغاء إسرائيل لخططها التوسعية، والامتثال للقانون الدولي وقرارات الأمم المتحدة ذات الصلة. كما ندعو منظمات المجتمع المدني من جميع أنحاء العالم لدعم جهود الشعب الفلسطيني في فلسطين المحتلة والشتات لدعم النضال ضد الاحتلال والفصل العنصري، والدفع من أجل إيجاد حلول دائمة ومستدامة تقوم على احترام حقوق الإنسان وكرامة الشعب الفلسطيني.
The Arab NGO Network for Development, on behalf of its member organizations and networks and partners, condemns the Israeli government’s plan to annex the Jordan Valley and the illegal Israeli Settlements in the occupied Palestinian West Bank, and calls on international actors, both government and nongovernmental, to exert all forms of pressure to prevent the implementation of the policy.
The annexation plan is a policy for expansion at the expense of Palestinians’ human rights, including their rights to land, food, freedom, self-determination. The plan includes grabbing almost a third of the West Bank’s territory, including the Jordan Valley where 60,000 Palestinians live and half of the WB’s agricultural wealth is located.
Proposed by Netanyahu during his electoral campaign last year, this annexation plan has been empowered by a green light from the United States Administration led by President Donald Trump, which proposed similar annexation in its so-called “peace plan” in January 2020.
The annexation would be part of the agenda to annihilate any potential for Palestinian statehood, including by encircling the Palestinian population and cutting its access to the Jordan River. It would also impose further restrictions on freedom of movement, and pave the way for further ethnic demographic replacement, by allowing the construction of additional Jewish-only settlements and the demolition of more Palestinian homes which deprives indigenous populations from the right to land and housing.
By implementing this plan, Israel would be committing another flagrant violation of international law, specifically of the UN charter and the peremptory norms of international law which prohibit the use of force to acquire territory. The move, which would be legally invalid as the annexed land will remain considered occupied by international law, constitutes another example of Israel’s behavior of impunity, enabled by weak action on the international level.
As civil society organizations committed to human rights and justice, we strongly condemn this plan. While the government of Israel has turned ignored all calls for justice and humanitarianism, the international community must consider all forms of pressure to ensure Israel cancels its expansionist plans, abide to the international law and the related UN resolutions. We also call on civil society organizations from across the world to support the efforts of the Palestinian people in occupied Palestine and the diaspora, to support the struggle against occupation and apartheid and push for permanent and sustainable solutions based on the respect of Human rights and dignity of the Palestinian people.
